Program Officer, Programs Department - International Development and
Relief Foundation (IDRF)
Agency background:
IDRF (International Development and Relief Foundation) is a registered
Canadian non-profit organization, dedicated to empowering the
disadvantaged people of the world through emergency relief and
participatory development programs based on the Islamic principles of
human dignity, self-reliance and social justice.
Our projects are particularly effective as local partners implement
them, and therefore are culturally sensitive, provide targeted
assistance, and create the foundation for long-term sustainability.
Job Description for Program Officer:
Responsibilities:
• Foster and strengthen overseas and local partnerships
• Prepare project proposals and technical reports, including budgets,
for submission to funding agencies
• Liaise with implementing partners, review proposals/reports, and
provide direction and control to overseas projects
• Develop and implement results based management and performance
measurement frameworks
• Facilitate extensive narrative reporting, project monitoring, and
evaluation for donor compliance and project promotion purposes
• Ensure that appropriate project records are maintained to provide a
sound basis for project tracking, reporting and follow up
• Foster participatory and rights-based approaches, and ensure gender
analysis
• Develop training tools and resources to enable capacity building for
partner organizations, as required
• Draft and develop internal communication strategies to keep
stakeholders informed of activities in the Programs Department
• Provide management for activities undertaken by IDRF interns and
volunteers engaged in program activities
• Facilitate the research and application of best practice approaches,
as well as charitable regulations for Canadian non-profits
• Present the mission, vision and values of IDRF in public forums
• Provide administrative assistance: planning and organizing meetings,
maintaining and updating project information, etc.
Qualifications:
• University degree, ideally a Masters, in International Development
or related field; gender and/or health experience is an asset
• Minimum of 5 years progressive work experience in international
development.
• Proven track record of successful proposal development, particularly
with CIDA.
• Solid experience in the management of international development
projects (in the field or at an organization’s head quarters for at
least 2-3 years)
• Minimum 3 years demonstrated experience managing CIDA projects;
experience working with Results Based Management (RBM), Performance
Monitoring Framework(PMF) and CIDA reporting modalities
• Proven abilities in monitoring and evaluation of projects;
particularly analyzing narrative and financial reports and ensuring
compliance with the terms of the donor contribution agreements
• Exceptional skills in: written and oral communication, finance and
budgeting.
• Proficiency in MS Word, Excel and PowerPoint
• Fluency in English, additional languages considered an asset
• Valid Canadian passport, and a willingness to undertake occasional
international travel for the purpose of field visits
• A willingness to work occasional evenings and weekends
• Flexible with the ability to work in a fast-paced environment, multi-
task and meet multiple deadlines
• Cultural sensitivity
• Take initiative and work as a member of a team
