Immigrants Working Centre is seeking an experienced Evaluation Consultant to design and collaborate in the delivery of program evaluation activities associated with the WorkLINC Plus Pilot project, funded under IRCC’s Service Delivery Improvement (SDI) program.

 

About SDI funding and the WorkLINC Plus Pilot:

Immigrants Working Centre has received funding for a three-year Service Delivery Improvement (SDI) project to deliver the WorkLINC Plus Pilot. This experimental project will test and evaluate the integration of key elements of IWC’s established WorkLINC program model into regular-stream LINC classes to determine whether these elements can be applied in open-enrollment classes with students of mixed occupational backgrounds. 

Objectives of the WorkLINC Plus Pilot Project are:

·         To improve the existing service delivery model of LINC through the incorporation of innovative, tested elements of WorkLINC in regular stream LINC classrooms.

·         To deliver a targeted and individualized skills development program within the LINC classroom to accelerate labour market entry for participants.

·         To collect evidence of improved functional language skills, enhanced local labour market knowledge, and increased employability leading to labour market entry.

·         To develop and refine a scalable model of program delivery that more efficiently and effectively supports official language acquisition and labour market entry / economic integration for newcomers.

Deliverables:

IWC expects that the Evaluator will use a collaborative approach, making use of existing documentary material from the WorkLINC project, IWC’s internal databases, and through consultation with the full range of project staff.

Two LINC classes have been selected as WorkLINC Plus Pilot classes. The Evaluator will have access to information and outcomes for the full LINC program, including similar level regular-stream LINC classes and the established WorkLINC Class, for the purpose of evaluating the Pilot classes.

The Evaluator will be responsible for designing and consulting on implementation of the full range of major evaluation activities including, but not necessarily limited to:

          Designing the project’s Evaluation Plan and Evaluation Framework

          Designing all data collection instruments

          Providing support, through consultation, for staff who will be implementing the data collection instruments

          Engaging in regular consultation meetings, timeline to be defined at project onset, with project management and staff, to ensure that Evaluation Plan in implemented effectively.

          Completing analysis of data collected

          Produce a minimum of one mid-project report

          Produce a final project evaluation report

 

Project details:

IWC has allocated a maximum of $29,000 for the evaluation of the WorkLINC Plus Pilot Project. The current allocation per year is as follows:

·         Year 1, August 13, 2018 to March 31, 2019: up to $6,800

·         Year 2, April 1 2019 to March 31, 2020: up to $10,700

·         Year 3, April 1, 2020 to March 31, 2021: up to $11, 500

Bids in excess of $29,000, exclusive of HST, will not be considered.

Project Start Date: August 1, 2018

Project End Date: March 31, 2021

 

Selection Criteria:

Proposals should detail the Evaluator’s experience delivering similar initiatives. The successful proposal will include:

·         Demonstrated experience designing and delivering third party comprehensive evaluation for similar projects.  A CV describing previous experience should be included, and/or evaluation portfolio.

·         A preliminary description of methodology and implementation plan. A short description of proposed methodology and tools as well as how they could be used over the course of the project.

·         Sample tools, Evaluation Framework or other materials to demonstrate ability to complete the project effectively.

·         A minimum of three (3) references for similar third-party evaluation projects.

IWC is not bound to accept the lowest priced or any proposal based on any method of evaluation, or to negotiate with the proponent who submitted the same. IWC will not be obligated in any manner to any proponent whatsoever unless and until a written contract has been duly executed with a proponent in relation to a qualifying proposal.
