libcaer 3.3.16 released, final release

libcaer 3.3.16 was released last month, ChangeLog below.
This will be the last release of libcaer (unless serious bugs are found).

As a replacement, dv-processing is being updated with a modern C++ interface allowing full sensors access, without using libcaer as was done previously.
More news on that to follow soon. Significant usability and performance improvements to come.

All current and old devices are fully supported by this libcaer release.
New devices and firmware updates to older devices will only be supported in the upcoming dv-processing releases in the future.
Continued support for DVS128, all DAVIS models, DVXplorer (Lite) and DVXplorer Micro & Mini is guaranteed with the new code.
Support for the eDVS4337 and Dynap-SE devices will not be available in the new code.

- DVXplorer: fix reading of cropper start and end addresses.

- CMake: always use pkg-config to find libusb (patch from vcpkg).
