Dear colleagues
Why are so few people on the main Kictanet list commenting on the DV situation?
Safaricom and other telcos are getting an exemption from a two percent tax on telecommunications operators which is supposed to go into the USF.
In return, Safaricom is setting up these so called "digital villages." Suffice it to say, the DVs are NOT impressive.In addition, Orange and other telcos are doing nothing at all.
In addition, the pashas are more impressive, but have some real structural problems. Further, many pashas have not even started. Finally the ICT Board does not seem to be conducting any oversight whatsoever over the DVs.
Why just talk about "policy" when we are out here auditing the results of policy on the ground. I am surprised by the lack of interest.
Can you help me get the main membership engaged?

And now Dr. Ndemo, Harry Delano did ask you to say what kind of advisors you would be looking for to help shape policy. Can we hear you on this one too? You also make a valid point about churches and the fact that they are not audited. I know for example in Washington DC, Parish priests have to present audited accounts to Parishoners once a year, while the Bishop fundraises through a system that is open to public scrutiny. Would you then make a policy decision on this? On a light note, may I remind you that your responses will go into the 'manifesto' and translate into more or less "votes" :)
