Good morning, everyone,

On Monday evening, March 18, the City Council will vote on whether to allow commercial crop production and farmers markets within the city limits of Durham. The measure is expected by everyone to pass. The Durham Food Prosperity Council has done a lot of work over the last six to eight months to get this change in the law to be as farmer friendly as possible. Along the way, we've met friends and found new allies in our efforts to bring sustainable, affordable, healthy food, to everyone in Durham. 

Please join DFPC on Monday, March 18 at 7 p.m. at City Hall (101 City Hall Plaza) on the first floor to be there for the vote, to celebrate this change in the law, and to show City Council members and the Planning Department that agriculture is an important issue in Durham. 

DFPC will be working with the city in the coming year on more food and agriculture related issues; a large presence at the meeting on the 18th will make it clear that the residents of Durham care about this issue and that it should be given due consideration by city government.

Please be advised of the upcoming proposed changes to the text of the Durham Unified Development Ordinance (UDO): 



Text amendment TC1100007 proposes revisions throughout the Ordinance to remove discretionary standards. The changes affect most articles in the UDO and are required due to state statute. In most cases, supplementary requirements, quasi-judicial approval, or in some cases both, are proposed to replace the discretionary provision. Some of the more significant changes are as follows:

1.       Article 2, Review Authority:  Dissolve the Development Review Board (DRB) and the Design District Review Team (DDRT).

2.       Article 3, Applications and Permits: Revisions to site plan categories and the removal of Section 3.14, Administrative Adjustment.

3.       Article 4, Zoning Districts: Revisions to the Tuscaloosa-Lakewood Neighborhood Protection Overlay (TLNPO), and revisions to the Major Transportation Corridor (MTC) Overlay.

4.       Article 5, Use Regulations: Revisions to limited use standards and custodial care.

5.       Article 6, District Intensity Standards: Revised parking and sidewalk requirements for the University-College Districts (UC and UC-2).

6.       Article 7, Design Standards: Revisions to utility and trash handling.

7.       Article 8, Environmental Protection: Revisions to approval authority for development in special flood hazard areas.

8.       Article 9, Landscaping and Buffering: Revisions to landscaping and screening standards, and revisions to the Landscape Guidelines.

9.       Article 10, Off-Street Parking and Loading: Revisions to methods for parking reductions and alternative forms of compliance.

10.   Article 12, Infrastructure and Public Improvements: Revisions to vehicular access and sidewalk requirements.

11.   Article 14, Nonconformities: Revisions to Section 14.4, Nonconforming Improvements and Structures, reducing the instances that would require a minor special use permit.



Text amendment TC1200005 proposes changes to Article 5, Use Regulations; Article 7, Design Standards; Article 9, Landscaping and Buffering; Article 10, Off-Street Parking and Loading; and Article 16, Definitions, to establish provisions for farmers' markets, and to establish crop production throughout the City jurisdiction.



Current regulations limit farmers' markets to commercial zoning districts. The intent of the amendment is to establish broader permissibility for farmers' markets in areas where retail activity is not typically permitted.



Agricultural crop production is not currently permitted in most zoning districts within the City limits. Current regulations permit agricultural uses only within the Rural Residential (RR) and Residential Suburban-20 (RS-20) zoning districts within City limits. Agricultural uses within the County are exempt from zoning regulations due to State statute. The intent of the amendment is to allow crop production within all zoning districts within City limits, while providing basic supplementary requirements.



The Durham City Council will hold public hearings on TC1100007 and TC1200005 on Monday, March 18, 2013, at 7:00 p.m. in the City Council Chambers at 101 City Hall Plaza, 1st Floor.

My name is De'Costo Lawson a former youth director for the downtown durham YMCA. Where i, in the past have participated on the food council committee. I am no longer with the Y in that capacity. Just wanted to know how can I be taken off the email blast for the food council. Thanks.

We’re currently scheduling a dryer vent cleaning, and if a few more neighbors are interested, we can get a group discount. Normally this service costs $399, but with multiple homes it drops to $149 per home.Cleaning your dryer vent is really important because lint and dust buildup can become a serious fire hazard if not maintained properly. We’ve used this service before, and they do an excellent job. They also offer duct and chimney cleaning if anyone needs that as well.
