manifest file question on multipart files

Recently, I noticed that a multipart file, a video that was part of a
directory that had been synced previously had all the parts but did not
have the filename-manifest file that lists the parts.
I think a command line sync was going on and was canceled before the
manifest was written. When re-syncing, it does not correct the parts
and manifest and does not add the manifest. One time I did see an error
message about it but another time I did not.

I have been correcting this by going through the list on the web
interface and deleting the parts that do not have a manifest and then
re-syncing.

Would it be possible to have a pre-manifest written first to show
what parts are supposed to be there if it gets interrupted?
