Clarifications on Dev/Test phases

Hello all, 

Some clarifications/updates:

1. The test phase will allow a *total* of 3 submissions with no daily limit. e.g. you can submit all 3 on the same day, but you won't get any more on other days.
2. You should be able to submit to the dev phase while the test phase is open. Please let us know if there are issues with this. 
3. Labels for the dev/test data will be released for posterity upon the conclusion of the shared task
4. Leaderboards have been updated to automatically show the top submission from each team (some were hidden).
