NPC Merchants are thought as to be low-level and hard
salespitchers. A Merchant skill would take one bonus from the three
mental attributes, the highest, and add 5 for training. But these guys
only buy at one-fifth value at best of this, that or the other at
resale, including magic.
The Merchanter skill would use all three bonuses of the mental
attributes, plus five for training, or use the merchant skill above
untrained, ie bonus+2... It is not an adventuring skill by any means,
and would still use bluff, diplomacy, innsight, & intimidate to get
the basics, too.
