This is a new MS program in Computational Linguistics that seems kind of interesting, and at least offers some forms of support.

The M.S. in Computational Linguistics at Montclair State University is  accepting applications for the Spring 2020 or Fall 2020 terms. 

Research assistantship positions are available to the most qualified applicants. One of the positions comes with a tuition waiver and a stipend for two semesters with the possibility of additional funding.  The ideal candidate will be a native or near native speaker of Mandarin Chinese. An experience with Python and Web technologies is a plus. 

Other types of scholarships might be available as well.
