In short, Seoul is too close to North Korea.

According to the Constitution, it is located close to the center in terms of nominal territory, but Seoul's location has come quite close to the actual border due to the division of the two Koreas. Of course, there is no law that the capital must be in the middle of the territory, but it is unusual in the world that the capital and largest city are close to the front of the hostile country, not the friendly neighboring country. Similar examples include Jerusalem in Israel and Yerevan in Armenia, but Seoul is overwhelmingly large in terms of city size. [115]

There is a view that if North Korea goes to war, it is highly likely to prioritize Seoul, where the country's main facilities and population of 9.5 million people are concentrated, and that an attack will cause serious damage. It is much closer than the distance from Chuncheon City Hall to North Korea, and even comparing the distance from Sokcho City Hall to the northernmost part of Korea, it is 50 kilometers. In addition, the shortest distance from the area of Ara Waterway in Gangseo-gu, the westernmost part of Seoul to the Gwansan Peninsula is 30 kilometers away, and if you go to Panmunjom, the only open contact line along the highway, it will be about 55 kilometers.[119]
