Parking Regulations and Penalties

Good Afternoon Dublin Terrace Homeowners,

Has anyone else read the new parking rules?  Does anyone else notice that they are over the top?  We have to provide a copy of our driver's license, our insurance, and our registration (folks renting units have to provide their rental agreement as well).  If we don't, the board/Haley Reality will charge us $50 a month per car for the first 2 months we don't have this done (have to have done by August 31), and $100 per month per car for all following months.  I am not against registering our cars, however, why can't we simply give them our license plate # and home address?  Do they really need all the other personal information?  We are also only allowed to register the number of cars that can fit in our garage and on our carport.  For those homes that don't have a carport and only have 1 garage...well, you can only register 1 vehicle.  The board doesn't care if you have a spouse, roommate, and/or children that also drive a vehicle.  This vehicle limit is also including motorcycles as a "vehicle."  Thus, if you live by yourself in a 1 car garage unit with no carport, you can't have one motorcycle and one car.  Any vehicle that is not registered is subject to removal....and you can't park in the parking spaces (they are reserved for "guests" only). 

On top of all that, section f, states the following:

f.      Owners or residents going on vacation should contact the management office regarding the parking of their vehicle so it will not be considered abandoned.

They aren't necessarily requiring you to notify them when your house will be abandoned, but if you don't, they will most likely tow your vehicle.

Anyway, the reason I am writing this is to get word out about these new regulations and the concerns I have with them (safety, lack of available parking, towing cars that are unregistered, towing cars if we don't notify the association that our house will be abandoned while we are on vacation, limiting the use of our own property (garage only for car), and ridiculous fines).  I have contacted Haley Reality and they told me they would talk to the board (I havent heard anything yet).  If any board members are reading this, please address these concerns.  I would imagine I am not the only one with these concerns.

A few days prior I contacted Haley about this matter. I also thought it much too intrusive. I also requested that the community grounds be taken better care of. I still am waiting for a decision on these matters.

Hey guys, guess I did not think too much of it for a few reasons. First, one of my daughter's lives in another townhome complex and it is more restrictive than this. Second, they did say there are exceptions to the rule and it will be considered on a case by case basis. Last, I don't want to live in a run down complex where cars are worked on or abandoned. I have not seen that yet but I guess many people have complained. When I last spoke to Ann, she said they were getting bids on new sod. I hope this gets resolved so that everyone is happy. Shelly

Thank you for the response. However, as I mentioned, I am not against registering our vehicles, I am against the amount of information they are requesting to register our vehicles. Also, I understand it says that their will be exceptions, but if you reread it, it says "very few exceptions, if any, shall be made." The board gets to decide.

Just voicing my concerns and hoping others will too so we can get these amended.

I don't want it to turn in to a mechanic workshop or a trash dump either...we already have the too-talls.

I agree with Mason, as I do agree that vehicles should be registered, but there is no need for all the "required" information. The "mechanic workshop/trash dump" concern has been addressed in the HOA-bylaws, if I am not mistaken. If this concern has not been so addressed, it can be addressed as a separate item, and/or taken care of as needed.
