Dear everyone,
 
regarding mazaya bb2 and jumeirah lake tower project. The developer cannot hand over units if he has not built dividing walls and doors. However you could only help yourself if you go to land department with an application and also highligting to them that developer wishes to enforce handover without making dividing walls and even doors of the units.
 
Please make sure you highlight that Decree Number 22 of 2007 Concerning Ownership of Jointly Owner Properties
 
Article 8, please search for above degree in google I am sure you will find it, read the complete Article 8 It has sub points twice it has been mentioned unless it is mentioned in site plan, the developer is supposed to built everything including false ceilings, utilities etc etc and also walls seperating the unit. I understand the tower would be shell and core so flooring and false ceiling is not applicable.
 
However in point number 3 and 4 of Article 8 of Decree Number 22 of 2007 it clearly states:-
 
Article 8
 
Point3. Each Unit is entitles to appropriate support and shelter from the other units and common areas.
Point 4. Dividing Walls between adjoining units shall be shared by both Owners if they are part of the common areas.
 
The above two points does not mentioned anything related to site plan also, therefore it is quite obvious that this is mandatory.
 
I recommend everyone in this project to meet up, and sign this application and request land departments legal sectiont o seek clarification now from the developer before you get final notices from land department for payment and you are stuck by that time.
 
The above are free advise given for your help, I recommend you read the degree on your own also and prepare your next steps before developer sends the final notice and also write to developers for this.

    I have invested in Mazaya BB2 and after about a year delay the developer
    with some preconditions is ready to hand over however before inspecting the
    units they demand full payments? also I was able to see inside the units and
    the developer intend to deliver with out divided walls, doors etc........
     
     
    I was wondering if the investors could advise and also possibility of
    jointing together and or contacting as many investors as possible and file a
    law suit against the developer.

Tower x in which i have units was handed over to me without walls in dec'2010 
The contract states shell n core, i went to emirates 24x7 n land dept printed an article defining the meaning of shell n core, there was no response from the developer

Finally the sizes were reduced without proper compensation

I was charged maintenance from july where as the handover was from dec n it was not approved in rera, i went to emirates 24x7 got the story on the paper and till date no response.

U are more than welcome to try but to give u information what had happened with me.
