I would like to ask for advice. Is it allowed to do payments on different account than escrow account if the project is finished?

two according to my info where payments have been refunded.Some of the
lands are not fully paid for so the gov is in process of resolving that
issue with master developers like nakheel. i have spoken with the people
who are handling this in the gov. Not simple unfortunately. They are saying

In theory it sounds ok to do payments outside escrow after project has been completed but I would still look at it on case to case basis. RERA does hold on to a sum till much later to cover its ace otherwise why would developer feel the need to tae the money out of escrow.
