Revised files for 18PA are now at the Prototype Materials website. The
only necessary file is the revised rules: the map contains mainly
cosmetic changes. There is also a revised manual tile file (labeled
"18PA"). I will revise the certs at some point but as the changes mostly
involve deletions it does not seem urgent.
I am now reasonably confident that we are close to done with the
development and test phase. The projected publication date is June 2014,
with Dave Blanchard's Portland convention the planned release venue.
