In anticipation of this, I would appreciate a few volunteers. Most of
the volunteers would examine the components as they currently exist
(that is, the most recent posted versions) and determine whether they
are accurate, current and complete. This is not intended to be a final
cut but rather to ensure that some independent eyes--not, like mine,
blinded by what they expect to see--look these things over.
I would also ask for a volunteer to be the rules editor and
coordinator. The rules as written are not a model of clear
organization, and they contain many repetitions and paraphrases, which
leads to the high probability of loss of clarity or error. I could use
someone who is able and willing to go over the rules with a fine tooth
comb and reorganize them as required. Please note that I am not
looking for a comprehensive rewrite, though of course I am amenable to
rewriting particularly opaque sections as required.
The rules as posted are not quite current, so please don't anticipate
the circumstance by editing the rules as currently posted. I will
provide a current copy of the rules to the rules editor directly: from
this standpoint it would be very helpful if you could use the MS Word
document which is the native format.
I can offer no compensation for this effort except my thanks, and a
credit in the rules.

Thanx, Kevin. Undoubtedly there will be at least a pointer. In prior games I
have embedded the tables in the rules themselves, and then people complain
that it's harder to look things up 'cos you're forever flipping back and
forth.

At least this time I'll have the advantage of having played the game
once at Chattanooga, even if 18West no longer resembles the game I
played. I think you should go back to that version since I won. :-)
