Rules update 2.16

I have made several small clarifications to the rules. A new copy is at:

Future updates will take the form of Google docs (mostly PDFs, of
course) as I have lost--at least temporarily--the ability to update the
files at the old download site.

In any event this is at least as easy, and no less accessible.

I am still pondering whether to downgrade the Reading to a local and
twiddle PHI as I previously proposed. There hasn't been exactly a rush
of inputs either way, which suggests a certain amount of playtester
fatigue. But I will probably make the changes as an alternative for
Chattanooga, to allow both the current and revised versions to be tested
there. So you can expect an updated map in the near future.
