New DTD utility: dtdflatten

We've just released a new version of the DtdAnalyzer, 0.5, which includes
a new utility called `dtdflatten`. As the name implies, this tool takes a
complex, multi-file DTD, and produces a simple, flattened version all in
one file. One known limitation: it does not preserve NOTATIONs -- these
are dropped.
