DtdAnalyzer GitHub repository moved to "ncbi"

We have created a new GitHub "organization" (as opposed to user account) called "ncbi", and have begun moving repositories from NCBITools to there. So, our repo is now at https://github.com/ncbi/DtdAnalyzer.

Everything should still work the same. The old URLs should all redirect there, and you shouldn't even have to update your local working clones of your repositories.
