Scaffolding XSLT attached

Here's a first cut at an XSLT that will make another XSLT based on DtdAnalyzer output. I tried it with the publishing3 DTD and seems to work.

Not my finest XSL, I have to say--bit of a rush.

Chris, if this looks OK to you, can you add to the GitHub? I'm lousy at Git so.... best I not attempt anything.

We should also add the compare-dtd.xsl -- although I need to update to match the new content model for DtdAnalyzer.
