Unless you happen to have a spare SLC lying around, this is
probably a rather expensive way to go, but...
I've seen modules that convert a SLC-96 to operate as a frame relay
concentrator, and create an 2B1Q/ISDN leased line from the SLC to CPE,
each port can be 2B no D (128k) or 2B+D (144k) subject to limitations of the
CPE.
It passes packet switched data from the SLC to a Frame switch or router.

Most other solutions that I've seen try to emulate a phone switch
(usually AT&T PTP) by using the D channel for signaling,
to remain compatible with normal ISDN devices.
