Cannot find the declaration of element 'dspl'

I have been trying to test out the process for data visualization on the attached small excel and XML document before trying to make a larger database. Unfortunately i keep getting the following error:

"XML parsing error. Line: 2, Column: 61: cvc-elt.1: Cannot find the declaration of element 'dspl'."

Any help would be appreciated.
