In DS-3695, we upgrade the DSpace 7 codebase to Solr v7.3.1

Unfortunately, since that time, Solr v7.3.1 is also considered EOL: https://lucene.apache.org/solr/downloads.html#about-versions-and-support

At a minimum, we should upgrade to v7.7.x (which is still supported). However, this seems like a good opportunity to simply upgrade to v8 (currently v8.5.1) as that's the current version. Additionally, since we'll already be needing to do a major Solr update in DSpace v7, it seems reasonable to just jump directly to Solr v8.

POM says "PIN Solr to 7.3.x until [https://issues.apache.org/jira/browse/SOLR-12858|SOLR-12858] is fixed. This bug affects all integration tests that use Solr."

Note that this only affects the version of SolrJ used by DSpace.  Your Solr service can be any version that is compatible with DSpace's version of SolrJ and your schemae.

I think we need to look more closely at the SOLR-12858 issue that we added a note about (it looks like you linked to the wrong commit in our codebase, as the note appeared before that point in time).

It's obvious that Solr has made no movement towards fixing that issue in over a year. so it's unclear when it will be resolved.

So, we either need to bring this problem back up with them, or look towards workarounds to get us on a later version of Solr. In general, I'm just not feeling comfortable with DSpace hanging around on an EOL version of Solr....we need to find ways to support Solr 7.7 or 8.x as a backend.
