URGENT: No workflow notifications when Step 1 is empty (DSpace 7.6.3)

Hi everyone,

We're facing an issue with the workflow in our DSpace 7.6.3 instance and are hoping someone in the community can help.
We've configured our workflow to skip step 1 (the initial approval step) and send submissions directly to step 2 (the metadata editing step). The submissions are successfully moving to step 2, but the users assigned to that step are not receiving email notifications when a new submission arrives.
Interestingly, if we assign a user to step 1, they receive the notification email as expected, and the workflow continues to function. The problem only occurs when step 1 is left empty.
Has anyone encountered this problem or know what might be causing it? We would appreciate any insights or solutions you might have.

I found that do not matter if step1 is or not enabled, the email notification error fails ever on step2
