Submission not publicly displayed

Hello everybody,

we have novice experience and want to use DSpace-CRIS-6.3 in the future.
Therefore, we have done a clean installation, which basically runs without any problems.
But not all publications are publicly shown, only an Administrator can see all submissions in a particular community/collection.

I had created a community, a sub-community and a collection in that sub-community.
In the description of the collection, I selected the default options "New items should be publicly readable" and "some users will be able to submit to this collection".
I then added the Anonymous user group to the list of entities that are Authorized to Submit.

As an Administrator, I then saw in the Administer>Access Control->Authorization->Collection, that the Policy states
READ Anonymous
ADD Collection_XYZ_Submit
DEFAULT_BITSTREAM_READ Anonymous
DEFAULT_ITEM_READ Anonymous

I changed the Group for the Add Action also to Anonymous, so that every registered user can submit a publication to this collection.

The submission process itself works fine and I also get an email, that my submission was accepted and archived with a particular handle URI.

As a public user (without sign-in in), I can see all publications on the landing page in the Most Viewed / Most Downloaded box.

But when I select a particular Community or Collection, I first see none of the just submitted publications.
After a certain amount of time, publications occur that have an uploaded file attached to it.
(Is this related to a certain cron-job that does indexing operation or something like that?)

But submissions without an uploaded file are not displayed at all in a community or collection.

Did anybody have similar experiences?
What am I missinng? What am I doing wrong?
