How to register new user in DSpace 8

Good day.I have managed to configure the email for Dspace as below:

mousepad /dspace/config/dspace.cfg

However if we register new user, nothing is sent to the email address of the new user to be registered. Anyone who has managed to configure email settings in DSpace 7 or 8, please assist.
