incomplete menu

Good afternoon dspace-tech, the following email is to request help with the menu, since when I click on new it does not show me "ITEM", I share an image for reference, in image 1 it is my dspace and image 2 is from another user

I don't have an item. Can you help me by indicating what I need to do to get the full menu?
