Thumbnails Only Generated After Archiving (Even after executing ./dspace filter-media)

Hi Team,

I’ve noticed that item thumbnails aren’t created for records in Workspace or My DSpace, thumbnails only appear once an item is moved to the Archived state.

We use version 7.6. 

This makes it difficult to preview items during the review and submission phases, although I execute:

./dspace filter-media

Is this a normal behaviour?

I've just tested this on 9.x as well on https://demo.dspace.org.  I'm seeing the same behavior.  Technically, the thumbnail *exists* for items in Workspace or MyDSpace, as you can see it if you click the "View" button to preview the item.  However, the thumbnail is not being displayed in the list of results on MyDSpace (or similar).

I've created a bug ticket since this is reproducible on demo.dspace.org https://github.com/DSpace/dspace-angular/issues/4551
