dspace & azure port 4000

Good Afternoon

I am trying to install dspace 7.6 on ubuntu 22 

i have added all the port to the vm in azure under the rules, not sure if there is anything special i need to add

http://xx.xx.xx.xx:8080/  -->working

http://xx.xx.xxx.xx:8983/solr/#/oai/core-overview --> working

http://xx.xx.xx.xx/server/#/server/api --> working

NOT WORKING :

http://xx.xx.xx.xx:4000/

i have added a image of the open ports on the server, i am at loss is there anything i am missing.
