How to add metadata term not available in Edit Item > Metadata > Add dropdown list?

Hello,

The Scholarly Communication Librarian at my university would like to add a link to a dataset referenced by an article to that article's metadata record in DSpace.  She would like to use dc.relation.references .

Unfortunately, dc.relation.references does not appear in the dropdown, ie:

A couple of questions:
(1) Are the options for the dropdown menu being pulled from an external source, like a standards document?
(2) If the options aren't being pulled from an external source, where can they be defined in DSpace, and was there a reason dc.relation.references wasn't added to the list of options?

In the admin sidebar, go to Registries > Metadata then click on dc (probably the first in the list).  You can define metadata fields there.

Would dcterms.references serve as well?

They are fetched from the database. The database is loaded, at
installation time, or manually later, from files in
[DSpace]/config/registries. You'll find each of the stock namespaces
defined in separate files there. Many of the namespaces have been
derived from standards documents (but some may be outdated). A few
are specific to DSpace for its internal use -- these have URIs
pointing to 'dspace.org'. 'local-types.xml' is for your use in
defining, for your institution, in the 'local' namespace, private
types not expected to be understood elsewhere even by DSpace.

The schema names and URIs are in the 'metadataschemaregistry' table. The
field names are in the 'metadatafieldregistry' table.

It's unclear to me whether there *is* a 'dc.relation.references'. All
I've found is this:
https://www.dublincore.org/specifications/dublin-core/dcmi-terms/terms/references/
But I'm a programmer, not a librarian, so perhaps I've misunderstood
the standard.
