How to make use of non-mandatory steps during submission

Dear colleagues,

In DSpace 7, we made a step in item-submission.xml mandatory = "false".

The documentation say when choosing this configuration, the step "must be activated explicitly by the user by choosing to add the section in the Submission UI." [1]
On the sage page further down it says "mandatory (attribute): [true|false] When true, the step's section is displayed by default to all users in the UI.  When false, the step is not displayed and must be activated explicitly by the user by selecting it in the UI or supplying data of interest to the section."

The behaviour we saw was that the step was not displayed at all.

I couldn't find information on how to make use of the two options to trigger the step (user activately selects the step or user supplies data of interest).

Any pointers would be much appreciated.
