Problem with controlled vocabularies in submission forms and the browse dropdown

We’re trying to upgrade from 6.3 to 7.6, and we’re encountering a problem with the browse dropdown disappearing from the navbar when we configure controlled vocabularies in submission-forms.xml. Is this something anyone else has experienced and know what the cause could be?
We’ve tried adding the default srsc vocabulary to our submission form to see if our customised vocabs were the cause, but the same thing happens. I can’t see anything useful in the logs or browser tools.
