apache code 408 in log files

All,

Our Apache 2.4.6 server, sitting in front of DSpace 9.2 (and prior to that, v7.5) consistently logs a lot of 408 errors.  At any given time it can be between 0.1% and 1% of log entries.  They all look like

123.456.789.012 - - [02/Feb/2026:10:59:57 -0600] "-" 408 - "-" "-"

Has anybody else noticed this, or does anybody know what might be causing this?  Nothing in the tomcat logs correspond with any of the errors in the apache logs that I can ascertain.
