Batch import Users in DSpace 6.3

Dear All,
Please guide me how to import bulk users in DSpace?
We have restrict some of our content in the DSpace.
Hence first we need to add users in DSpace and then assign access rights to them.
We have to add around 400 to 500 new users every year.
Kindly do the needful and provide the proper solution for the same.

'bin/dspace user --add' will create a new user. 'bin/dspace user
--add --help' will show the available options. 'bin/dspace user
--help' will show the other operations that 'user' offers.

'bin/dspace read SCRIPT' will read a file of commands and execute each
one, within a single invocation of 'bin/dspace'. This should be much
faster than just making up a script of individual 'bin/dspace'
invocations.
