DSpace 7-- NO Uploading files- what could be the problem?
the file uploads are not working (i.e., files remain at 0% or fail to upload completely, although it sometimes uploading.

You should use the Troubleshooting Guide to look for more detailed error messages in either your browser or the backend logs: https://wiki.lyrasis.org/display/DSPACE/Troubleshoot+an+error
Those detailed error messages likely will say why the uploads are failing, or at least provide hints as to what might be going on.
