DSpace 7.5 - Item submission map

Hello,
We have got DSpace 7.5.
We want to set up submission map (in item-submission.xml) to two options:
- default: traditional – it works
- all journal collection (we have 90 pieces collection; each collection has one maps row): journal – it doesn’t work; error message: you haven’t got permission. It works fine for a few lines, gives an error above a certain number (I don't know how many).
There is a limit to the number of submission maps? Has anyone encountered this before?
What could be a good solution?
