Problem with upload PDF in 7.6.1

After restart server i have problem with uploading PDF. Before restart was ok. Rockylinux 9 drop some updates weeks ago (fixing problem not updating to postgresql 15.15) but iam restarted only now..
In log is only:

Is strange, because some small pdf i can upload and make submission. Help please
