AuthorizeException instead of Request a Copy Form

At a 6.2 Dspace installation the following problem arises.

In two different items, having the same restricted permissions (pdf files will be public available in the near future) once an anonymous user clicks on one of them he/she is correctly redirected to the  Request a copy of the document form. In the other item however instead of the Request form we get the following exception

org.dspace.authorize.AuthorizeException: Authorization denied for action READ on BITSTREAM:XXXXXXX  by user null

Some notes:

- Both the items have the policy

Bitstream XX.pdf (XXXXXX)  READ Anonymous Start Date YYY-MM-DD

- The items are in different collections

- In dpsace.cfg we have the parameter

request.item.type = all

- The "problematic" item was in the past imported from an old era dspace version (prior to 1.8) and the restricted policy was recently set. If we remove the restriction the item is correclty shown.

Any ideas of how to debug the problem?
