IIIF manifest won't work

I am developing dspace 9.1 and managed to set cantaloupe

but i cant make IIIF manifest work.

according to the forums, it might be missing iiif rest file or config. even i read somewhere 9.2 does not contain this feature.

i have tried many solutions advised, but nothing helped. is there anybody has a working solution with iiif cantaloupe and mirador or universal viewer ?
