Item delete (expunge) not working on DSpace 6.3 with XMLUI

I have items that have been withdrawn. We now want to completely delete these item.
Each time we delete the items, they disappear and then re-appear after running Discovery Indexing. I have checked in the database the items are still there. I checked the logs and I can't see any errors emanating from the delete.
Has anyone encountered such a problem or has anyone got a solution or pointers that can lead to a solution?
