Submission API Integrations and Relationships

Hi,

I am curious if there is a way to add relationships prior to depositing a workspace item. The issue is we would like to review our API integrators submissions prior to being made publicly available but still put the onus on them to create relationships between entities.

An alternative method seems to be admin only submission which bypasses the workflow -- and having the discoverable property set to false. This could work but has the drawback of having new submissions sitting alongside older submissions which are actually not meant to be discoverable.

As far as I'm aware a custom workflow wouldn't help here either but open to suggestions.
