Import form cli does not put item in the workflow

Hello,

I am using

]/bin/dspace import --add --eperson=some...@somwhere.com --collection=CollectionID --source=items_dir --mapfile=mapfile --workflow

To import data to the workflow of the --eperson.

The eperson is a submitter.

The items are imported normally but they are not put in the workflow rather they are put as archived items.
