Streamlining non-controversial amendment voting through a consent calendar

Hi folks,
For tonight's vote, we've been talking in the bylaws working group
about streamlining voting for non-controversial items, to save more time
for the more controversial ones (the thread on 18C1 has dozens of messages).

I'm modeling this off the concept of a consent calendar[1] and taking
advantage of Robert's Rules notion of "unanimous consent"[2]/"is there
any objection to..." and splitting the question (see Chris's helpful
primer[3]).

In the meeting, this would look something like:
> The following amendments seem non-controversial, so if there are no objections, we'll pass them as a block without debate. If you object to any, please raise your hand as I say them and we'll split them out.

> Amendment 50 removes the requirement for the Outreach committee chair to be a member of the Board. [pause]
> Amendment 18A1.1 makes a clerical change to section 5.3 so that the threshold to pass CBAs is only stated once. It does not change what that threshold is (⅔ majority). [pause]
> Amendment N removes the requirement to “elect” a nominating committee, and instead just requires “forming” one. [pause]
> Amendment 53A1 codifies a “standing policies” mechanism. [pause]> > Are there any objections to adopting all those amendments? [pause]
Seeing no objection, these amendments are adopted by unanimous consent.
If there are objections during the meeting, we'll briefly re-list the
ones without objections to pass those by unanimous consent, and then
hold debate on the ones with objections.

Before the meeting: If there are objections to one of those amendments
passing without debate, if you let me know in advance I'll remove it
from the list. (I think it is reasonably likely 53A1 will be removed
from the list (there are some potential wording tweaks to be made), but
I'm not entirely sure about that, so if somebody else objects please let
me know.)

Hopefully this all makes sense -- feel free to email or pull me aside
before the meeting to discuss this or anything else bylaw amendment related.
