Can't get DS Budget to work under another log-in acct on my laptop

Hello. 

I downloaded dsbudget under my administrator account on the laptop.  I can't get dsbudget to work when I log in under another account on the same laptop.  Any insight?  I have tried creating shortcuts and point to the to application but that's not working either.
