Data Scientist Consultant/Adviser - Draft Terms of Reference
Objective: A short term consultancy to advise on current data gathering and imputation methods, and to develop a plan for data-gathering going forward. It is envisaged this would rely heavily on human extraction, but potentially combined with software that monitors websites and updates when something has changed, or that can do some direct extraction.
It would be a discrete piece of work (20-30 days) to produce the following deliverables:
1. Review and provide comments/advice on the methods for research and imputation of data for the Global Database of Humanitarian Organisations (GDHO), in particular the algorithms for imputing missing data based on tier averages.
2. Create a detailed work cycle for data gathering, incorporating both human and automated inputs, for GDHO and the Aid Worker Security Database (www.aidworkersecurity.org)
3. If feasible and cost effective relative to our research needs, develop customized software tools (using open source software) for webscraping or scripts for data extraction and/or monitoring from the below potential sources, or others, for both databases
