I’d like to add a few comments:
I used this so often that I assigned the keyboard shortcut F2 for the switch back and forth.
If you Right-Click on the Timecode/Sample numbers while showing audio time units, you can select either Samples or Milliseconds. It just depends on how you work.
With Show Audio Time Units active, you can zoom into the Sample or Millisecond. Just be aware that sometimes, if you zoom in too far, Premiere will generate an error message being unable to draw the waveform or something like that.
I also don’t believe the Peak Files are as accurate as the ones generated in Audition. Not to worry though, you’ll be more than close enough.
Most importantly, once you set your audio clip, do not move it with Show Audio Units turned off! The clip will default back to frame alignment and your sync will be off!
If you move it left, right or to a different track, make sure Show Audio Time Units is turned on.
So try to make sure that moving the audio at the Sample Level is the last thing you do. At least if you’re going to do more editing, try to do it after the audio clip.

Are you looking for "show audio time units"? That gets you deeper than frames. Turn it on as needed. Turn it off once you've made the adjustments. That's what I do.
