vendor referral for captioned videos to PC's

Greetings list.

I have a Mac encoded DVCPro HD Closed Captioned 720p movie that does not want to play on many PC Video players.
Video comes up black, with audio, one option shows fine but captions are not playing, even though captions is turned on in player.

how can I get captions to play on possibly an Mp4 file for cross platform, or a better file format for PC playback.
Can I send a ProRes file with a caption sidecar file to someone to encode for me.
