POZIV ČLANOVIMA UUS / DUB
Udruženje urbanista Srbije je, od 2007. godine,
član Evropskog saveta urbanista (ECTP – European Council of Spatial planners –
Conseil Européen des Urbanistes - www.ceu-ectp.org)
Evropski savet urbanista (ECTP), osnovan 1985.
godine, čine 26 profesionalnih planerskih udruženja i instituta iz 24 evropske
države.
ECTP je, izmedju ostalih aktivnosti, 1998. godine
pokrenuo inicijativu i usvojio Novu Atinsku povelju, a 2003. objavljeno je i
revidirano izdanje (www.ceu-ectp.org/e/athens). U izradi ovog
dokumenta učestvovala su mnoga udruženja – članovi Evropskog saveta
urbanista.
U decembru 2007. godine ECTP je uputio poziv
članovima da prikupe postojeće standarde – regulativu koja je na snazi
ili se koristi u praksi a koja se odnosi na sprečavanje klimatskih promena makar
i na lokalnom nivou.
Udruženje urbanista Srbije će na sledećem sastanku
ECTP predstaviti sve priloge koje nam pošaljete a koji će biti prikupljeni
iz svih zemalja i sistematizovani kako bi bili na raspolaganju planerima u celoj
Evropi.

[...] The issue is that of climate
change. [...] Support of the Kyoto Protocol, the reduction of CO2
emissions, the struggle against the global warming will help in preventing
climate changes thus in avoiding extreme weather conditions and disastrous
events. This will help Europe and the rest of the world by securing healthy and
safe living conditions to all.
What planners can do in facing this big
challenge can be divided into two different actions; those aimed at reducing
impacts such as creating secure living environments especially in zones prone to
flooding or protecting existing settlements from these risks, and those aimed at
more active prevention such as reducing polluting emissions, controlling water
systems, reducing or compensating land-take for urbanisation, applying
sustainable measures in all planning schemes.
What we sometimes do not notice is that some of
these good practices already exist in form of rules, legislations, norms,
planning acts, regulations, etc. and are applied especially in local plans,
schemes, or even in projects.
The request to all of you is to collect this
existing set of standards or requirements which are in force or simply practiced
in your countries (locally or regionally) and which directly or indirectly
contribute to preventing climate changes even if at a very small scale.
The delegates will present the results of this
inquiry during the next GA, and then collect all those planning rules which
might inspire other colleagues in different contexts, trying to present that in
a more or less systematic way to become available for all European
planners.
