Patch incorrectly fixes the length of international numbers to 15
digits including
country code. The ITU-T Recommendation E.164 (section 6.2.1) clearly
shows a
recommended limit of 15 digits only applies to the N(S)N part of the
number which
occurs AFTER the country code.
Also country codes are incorrectly limited to 3 digits, but Guantanamo
Bay is at
least one CC with 4 digits.
