Druid 0.12.3 release

We're happy to announce our latest release, Druid 0.12.3!

Druid 0.12.3 contains stability improvements and bug fixes from 6
contributors. Major improvements include:

- More stable Kafka indexing service
- Several query bug fixes

Druid 0.12.3 is a non-ASF release.
