Is there something like a dev-guide for this project

Hi all,

I am new here and have questions related to contributing here:

Does a documentation exists for things like:

- coding conventions

- release process

- social rules

- becoming a committer

- all the other stuff

Just what the user guide is for the users, but for the devs.
